Gender Responsive Humanitarian Assistance

Strategic Objective Statement

Dalit and marginalized communities, particularly women, youth, and girls, are resilient to climate risks and disasters through equitable access to climate finance and humanitarian resources, inclusive systems, and active leadership in mitigation, adaptation, and disaster risk reduction.

Key Interventions

  • Promote climate-resilient livelihoods and locally driven adaptation and mitigation strategies (e.g., sustainable agriculture, agro ecology, clean energy, water management)
  • Facilitate access to climate finance (local, national, and global funds) to support community-based resilience, adaptation, and risk reduction initiatives
  • Strengthen community-based disaster preparedness and early warning systems with leadership roles for Dalit and other marginalized women, youth and girls.
  • Advocate for and support inclusive, shock-responsive humanitarian financing and response mechanisms
  • Build institutional capacity of local governments and community groups to plan, access, and utilize climate and humanitarian funds effectively
  • Foster partnerships with donors, climate finance institutions, and humanitarian actors to scale inclusive resilience models

  • Inclusion of caste and gender perspectives in climate change, adaptation, and DRR policies and financing frameworks
  • Equitable access to climate finance, adaptation funds, and humanitarian resources for marginalized communities
  • Accountability and transparency in allocation and utilization of climate and humanitarian funds
  • Recognition of Dalit and other marginalized women, youth and girls and youth as agents of climate resilience, adaptation, and local innovation
  • Integration of mitigation, adaptation, and DRR into local development planning and budgeting processes

  • Increased access to and utilization of climate finance and humanitarian funds by Dalit communities
  • Expanded adoption of climate-resilient and low-carbon livelihoods and practices
  • Functional, inclusive, and community-led disaster preparedness and early warning systems
  • Improved timeliness, equity, and effectiveness of humanitarian response during crises
  • Strengthened integration of equity and inclusion in climate, DRR, and local development policies and plans
